You can't kill Bamboo. You'd have to dig up your entire yard and get every bit of root which would be impossible.
When you plant Bamboo you have to put in a root liner to keep it within certain areas, which your neighbor didn't do.
Bamboo is very invasive and I wouldn't use it for ornamental planting. It's much worse then Lilacs.

It has to be DUG out at the root system, and even then it can be sneaky.
Two species. Both spread, and POD. One spreads directly from the main, while the other trails, pods, roots like an underground vine. Cutting helps it all propogate.
The main body of the plant has to be removed for the greatest effect. It seems unlikely; since it isn't YOUR plant; that you can do more than battle it's spread. Saying that however, you may eventually help kill the larger plant, but it's probably one of the most prolific species on the planet.
More aggressive methods such as trenching/ filling the trench with Concrete to Dam the flow, would help.
Poisons; even the salt you're using might as well, but also pollute or damage the rest of the soil.

You will never be able to get rid of Bamboo completly unless you call in a backhoe! Dig down and replace all the soil and I bet you anything that Bamboo will come back! Someone threw some in a ditch up the street once and even the city has never been able to get rid of it.

you will never get rid of this invasive plant unless your next door neighbour cooperates with you. otherwise hit the root system with boiling water. cut a 2.5" piece of PVC pipe to 5'. cut one end at a 45 degree angle. use this to bore out 3' deep holes around the base of the bamboo & pour boiling water into bore holes weekly.
+non toxic & no residual surprises
-labour intensive, never ending

depending on your climate, spray roundup on leaves & stems. If you are able to purchase in concentrate form, mix it about 5 x's the rate it recommends to kill grass. However it works best at temps above 80 degrees. If you live up north, it should die in the winter anyway and you could kill in the spring. Also, in organic section of most garden centers they sell an herbicidal vinegar that will sometimes work in cooler temps.

Try a strong grass killer around the roots. Bamboo is actually a species of grass much like corn is.

There are some people that would place used motor oil in the area where bamboo is not wanted.

you need to have your neighbor have a garen dome remove it and all the roots then have them put a barrier in the ground to block the roots from yur yard
P.S. you can sue for this to be done

i had the same problem, couldn't get rid of it. so i had my son use the back hoe and dig all the roots up. its the only way to get rid of it. tried everything else. you can cut it back but it grows back and even thicker.

ummm...yeah...putting motor oil on the ground is going to get you into some serious trouble with the EPA. I wouldn't do that.
