I asked a friend to help send a laptop from the US for a fee.Its more expensive to buy one here in my country than from abroad and she gave that reason.

No, that is not true. However, she still might not be able to send you the laptop. I suggest you look up "Export Control" on Google. There are several lengthy export control regulations in the USA, and some of them deal with electronics.

Can you name a single laptop that is actually manufactured in the United States? Dell? Nope. Gateway? Nope. Compaq/HP? Nope. IBM? Nope. Order any of them. They are all shipped from China.
