The best way to start any instrument is vocal , to learn basic raagas and taal in classical carnatic music and for western instruments, the notes and their combinations and basic skills of singing western classical songs .The instrument is played based on the same principles and your mind should be converting these vocal notes into instructions for your fingers or mouth (in case of blowing instruments) to 'play' the same. Whether you perform solo or accompany a singer the importance of learning basic vocal is obvious. Many times the music teachers or an accomplished instrumentalist /musician will tell you which instrument suits your way of learning/skills .It is better to consider their advice too as aptitude/fancy/most popular-instrument-so, may not match our skills /ability and may be you are destined to become quite unexpected! The instruments played while learning vocal like a harmonium or a synthesizer would be advised by your teacher anyway. But at times people are 'natural ' with certain instruments without any formal training and if you are one, then PLAY that instrument and don't think of initial instruments or later instruments and training.

The two best instruments would be guitar or piano since both lend themselves very nicely to performance. I think piano may be better in order to learn scales and the names of the notes in a linear fashion. Singing in tune is a problem for beginers and the piano really helps with pitch. However, an acoustic guitar is nice and portable for open mic gigs and general performance. So both are great to have.
