To the best of my recollection it was never said in it's entirety.
Doesn't seem like Mel Brooks style. remember the scene when the new sheriff was arriving and all the people were in the town square and it was ALMOST said a few times.
But only a few.

Many, many times. Unfortunately, die to political correctness, it's hard to hear an unedited version on TV...PC has gotten so outrageous that even things that are meant to lampoon racism are banded just as often as things that are actually racist.
