Once you've got the line art picture, convert it to .bmp format (if you don't have an editor that can do this, download IrfanView - it's freeware), then open it in MS Paint and color it there. If you're starting with a regular picture, I think you can convert it to line art in IrfanView. Save it under another name, then convert it to .bmp.
