He has an infection. Add a teaspoon of aquarium salt in the water, or you could buy fish food with antibiotics, which I highly suggest. You could also buy an antiseptic which you mix into the water. Good luck.

If his tail was red when you bought him, he is fine.
If his tail has become red and he was fully colored when you got him (as opposed to being a juvenile) then he probably has Fin Rot.
Fin Rot causes a red blood-shot area to form and a white line along the outer fin and tail. The disease will kill the fish if it spreads, so you would need to use sharp, clean scissors to cut out the damaged tissue and then use a fungal cure based on malachite greeen or methylene blue. This disease is common in long-finned goldfish and shubunkins. If you are too squeemish for the procedure, the local pet store may have someone who would do perform the procedure for you - but it might be expensive. If the fish is new, you could ask them to replace him.

Hi Kerri, if he has always been like this then it MAY just be his natural colour, If there appear to be blood vessels showing in his tail , especially around where his tail joins his body this is a sign of poor water conditions. This means you need to step-up your tank maintenance by doing more frequent partial water changes which dilute the toxins & gravel vacuuming. A parameter test kit will tell you how good or bad your water is-ammonia &/or nitrite anywhere above zero=poor. The link below describes these in great detail.
