If the chimney doesn't have a back draft diverter the answer is.....YES you can.. Cold air is heavier than the warm and falls down the chimney. and thus blowing out the light

Yes you can, what I do when lighting with this condition is open a window partway, to relieve some of the vacuum from my fairly airtight house, after fire is light, smoke and heat will rise up the chimney, and the window can be closed.

Yes, it can "back draft" from the roof if the wind is just right and you don't have enough height.
