Otherwise, I'd think Thule (also known as Qaanaaq), Greenland.

Barrow, Alaska is the northernmost INCORPORATED city in north america. This definition means that the city must have a system of government, Officially reconized on a map and be of a certain inhabitable size.
However, if you are looking for any human settlement, then there may be a handful of Canadian or Greenlandic eskimo villages and drilling stations located furthur north than Barrow
