Diana Ross was the most successful singer when you put the two decades together. Along with the Supremes, she would be the most successful female in the 1960. The most successful MEN in that decade are easy. I looked it up by year. Elvis, the Beatles, and the Rolling Stones pretty much ran the table back in the 1960s. shttp://www.mtv.com/music/artist/ross_diana/artist.jhtml

Even though I'm not a fan of "Babs", Barbara Streisand was the most successful female singer of the 1970s. http://en.wikipedia.org/wiki/Barbra_Streisand

EDIT: Most of these other answers are dead wrong. Pat Benatar (my fave) is of the 80s like most of the others. Cass Eliot didn't do much on her own, and her group was nowhere near the most successful. Janis Joplin's sales didn't skyrocket until she died.
Get your decades right, people!

Difficult one eh? I was a teenager in the 60s and I must admit to liking Dusty Springfield at the time. Bobby Gentry and Helen Shapiro also got my vote. Now where are they now?
