Yes.Then, make sure you use a primer for galvanized metal, nothing else! Like an oil-base primer called Galv-alum from Dunn Edwards. Ask for help to get the right primer if your not sure, very important.

Cleaning galvanized steel with vinegar is a good way to prep it for painting. I have done this for painting sheet metal panels. I believe it removes the oil that is present in galvanized.

i used it on my galavanized boat trailer and it worked great. i believe what it does is the acid in the vinegar makes the galvanized metal porous thus allowing the paint to stick . i wouldnt paint the gutters till spring or fall the humidity and temp plays a big part in the material of the paints performance

No this is not a good idea. Best thing to do is clean it with mineral spirits and then wash with a mild laundry detergent and rinse very very well.

Never use an oil-modified alkyd-based paint, it will react with the zinc and flake off.

If allowed/available in your region I would use Trisodium phosphate mixed in water to clean the gutters and remove all oils and dirt. TSP, not the fake "TSP brand cleaner"

It will damage paint and/or you so apply carefully and rinse very very well, let dry, then paint.

Vinegar works wonders on lots of things and it is a cheap thing to try so go for it.
