It is my understanding that you can file papers in the county that you reside.

You can file for divorce no matter where the kids live or where your spouse lives. However, if the children are under 18 and live in another state there will be problems of who gets the kids if that's going to be an issue.

If you want custody you must file in the state which has jurisdiction. That would be the state the children live in.
