If you are talking about setting it free in the wild, yes, they could. Releasing domestic pets into the wild, as well as the releasing of non-native wildlife, is illegal. The released animal can transmit disease to the native population, it can compete with the native population for resources, or can displace the native population.

It is also cruel to release a domestically raised pet into the wild, where he will not have the skills needed to survive.

In the U.S.-all 50 states, is unlawful to release captive animals into the wild.
Contact an Elementary Science Teacher, give to a pet shop, list it on freecycle.org. and no guilty conscience involved.
