Why not. I gave my wife a dozen burgandy silks in a nice glass vase, using burgandy glass beads to weight the bottom and also to add color. Has been on our dresser for over 12 years. I buy fresh roses on occasion, but of course they don't last more than a few days. My wife can still enjoy her silks for years to come.
I bought my mother who is in a nursing home a basket of silk poinsettias. She wants one every christmas season. She won't have to water them, (staff certainly won't I know from prior experience) and they will look good all winter. Not really sure if she even knows they are fake.

It depends on your mother's tastes. If she is the type that enjoys silk arrangements around the house, she might very well like silk roses for Mother's Day. If she doesn't already have such flowers though, that is a pretty good indication that she does not like them. Ask her to make sure.

No because the silk roses do not smell like anything and aren't real, so i would buy a bouquet and give it to her, the flowers smell, they will last for a week and they are pretty to look at.

If they were very good silk flowers, yes. The thing about them is that they don't have to be watered and will last for quite a long time.
