is helps to imagine an object and something that isn't the same. just have to say it slow and put the pauses in the right spaces

Her is how I would parse it:
That that is, is; that that is not, is not that; it is that; that it is.
I don't like the end, but I played with it for quite a while, and that's my best shot.

Seems to compare two phrases and indicates which is accurate
"That..that is (given that)..is that THAT IS NOT (truth)" ...is not (the same as)... "that it is that THAT IT IS (false)"
"That is not" is true and "That it is" is false within the context of the statement.
