SO2 is a gas.

It goes through smokestacks as such. In the air some of it combines (slowly) with water vapor to form sulphuric acid, and with other things to form solid sulphates (which are fine particles).

All three things (SO2, sulphuric acid, sulphates) are bad air pollutants.
