All guys aren't "always in heat." We're talking here about a preoccupation with sex rather than being able to conceive (for the guy who posted after me).
When a kid hits about 12, his hormones begin to flow. He has odd behavior changes. He discovers girls. He always knew they existed, but they were "weird." They didn't like to do stuff that's fun... like climb trees, camp out, play ball, catch frogs... you know, the important things in life to a pre-adolescent male. But, the normal male starts to think of them as not weird--bad, weird--exciting. After his first sexual experience, he enters what I call the "knot hole" phase of his sexual development... he wouldn't care if it was a knot hold... as long as he didn't get splinters. At this phase, the hormones seem to make up about 30% of his body weight, and as you say, he's "always in heat."
Some men outgrow this phase. Women are not a more comfortable outlet than a knot hole. They're people. They have feelings to consider too... and they're not all centered below the waist. You see examples of these real men walking hand and hand with their wives at age 60. It's not about sex. It's not about looks. It's about mutual respect. These guys probably went through all the phases prior to reaching adulthood, but they reached adulthood in time to share it with a woman of like temperament... and they still do.
But other guys never outgrow earlier phases. Some never mature beyond thinking girls are just not my cup of tea. Most seem unable to mature beyond the "knot hole" phase.
The latter group can't seem to stay in a relationship. They lose interest. "That was nice... but look over there... another knot hole." They "mess around on the side." "Of course I love my wife, but this knot hole..."
Before the pre-adult guys start coming after me, it's not just you. I'm presume there are some women with something analogous... perhaps the "broom handle" phase? And before the ladies come after me, I've known a couple apparently in that type of phase.

According to my psychology class, in the ancient days (cavemen) men weren't able to be sure if children were theirs or not because guys and girls just had sex without marriage or anything to lose. So in order to ensure they have descendants they mated as much as possible. So through evolution the horniness still remains.

It is in our DNA. All males are programmed to try to have sex with as many females as possible so the species survives. We have over time evolved to the point where it is not as strong a desire, but none the less still there.

it is a biological answer that sometimes even escape men but here is the answer. Most men are always thinking about sex which is the reason that they are always in heat.

That's a pretty sweeping generalization. Go to the marriage and divorce area and you'll find plenty of women who's husbands won't even touch them anymore. Would you rather your man not want to touch you at all?

i dont know but i think it has something too do with this - my brothers friend calls i tell him phone.... he answeres and says a whats up my dog... so maybe it has something to do with the dog thing ........
