NO, most likely Too Human will not be on the PS3 because that game is developed by Microsoft Game Studios, so it will most definantly be an Xbox 360 exclusive, just like when games are developed by SCEA they are guaranteed to be PS3 exclusives.

As of now, No. Currently for Xbox 360 only.
