I do not think this is a good idea. Just because she likes dogs does not mean she will like any dog that you pick out or find...that is something you two could do together picking out a dog. Does she live with you? Does she live with her family or roommates? That is where it gets complicated because some apartments or condos do not allow pets. If she lives in a home with her family, this can also be problematic because someone in her family might have allergies or not want pets around the house. A pet is a great deal of responsibility and is not really something to take lightly. Be careful in the mean time stay practical. Get her a purse or nice winter coat ask her what she would like for Christmas and try to get some ideas of what she might like or need to have.

Be careful, they are cute. But they do grow up, need lots of attention. Talk to her about this, every breed has different personalities. So just don't get one cause it's adorable, or it will wind up in the ASPCA, like many other 'wrong' gifts. I have a German Shepherd, Pug, two very different dogs.
