Our group did a secret Santa thing-and I got the hardest person to get a present for-Rachel. Don't get me wrong, she's a great person, but she's so balanced I don't know what to get her. She's not girly (rules out jewelry, stuffed animals, clothing, etc.) nor is she a tomboy. She notices when I wear the same shirt a lot, but she basically wears jeans and shirts. Inconspicuous stuff. She's pretty smart, but she's not nerdy, so no books. I've never been to her room, I don't know whether there's space for anything or not. She has a good-natured personality and a casual sense of humor. I wish I could provide more information but I've only started hanging out with her in October, and the year before that I knew her but we weren't even on a "Hi" basis.
She doesn't like to break the rules, but I wouldn't call her innocent or naive. Our group set a 10-20 dollar limit, although I'm willing to go slightly higher or lower. I don't want to get her something lame or impersonal like a calendar...but

Hats, scarves and mittens are in your price range and they're pretty neutral. If you've seen her in her winter jacket, you can get a set that matches it. Or you can just get a solid colour, like grey or black.
Another great Christmas gift is a pyjama set. Most girls love them. They're not exactly girly, they're just a good winter buy. You could even get a pair of fuzzy winter slippers to go with it.
One last thing is to get a something from a bath and body store. It might seem a little girly, but they sell lots of gifts packs, and all their lip balm and body butter comes in handy during the harsh winter months.
Whatever you get, just make sure you get a gift receipt, so she can always exchange it if she wants to.

Gift cert. definitely. Preferably to a great, popular restaurant. Or maybe one from a bookstore like Barnes & Noble. Major clothing/retail store. OR even BEST of all a VISA gift card she can use anywhere. I don't care what people say about gift certs. They ARE NOT to impersonable!!! NOT AT ALL! I absolutely LUV them. It's better than getting something you don't care for. You don't really know her personally yet so don't waste time, money and her opinion of your own taste untill you do know her more personal taste and distastes. A gift cert. is a statement that you really want to get her something she WANTS & LIKES!!!!!!!!

An Itunes Gift Card if she has an Ipod.
A CD to a music she likes (Ask one of her closest friends)
Shirt that fits her size (Yes, also ask one of her friends)
I agree that buying jewelry that's under $20 isn't a good present, so I will stick with things like Clothing, Music, etc.

You do not say how old your age group is...?
Stationary, paper envelopes and pen eg writing set.
Gift vouchers are ok they can get what they want that way
Have you noticed what band of clothing she wears ?
You could make you own vouchers this would be a good way to get to know her better have about five vouchers saying I owe you one lawn mowing etc

Personal is right out in this situation anyway.
Try something safe, that you know she'll use.
Assortments of teas or coffees, for instance.
Other items: cheeses, cookies, candies, soaps, etc.
Perhaps scented candles for the holidays.
Something consumable, but attractive.

you said she notices you if you wear the same shirt so shes in to some type of fashion.... get her a hat glove and scarf set it's winter time plus they go from $10- $20 nice ones at target . they look expensive. just bought my girl one and she high fashion .. she loved it.
