(x+2/x) / (x-2/3x)

First get rid of the fractions. You can do this by multiplying this problem by 3x/3x.

We will break the problem up to make it more clear. Lets do the top first.

3x * (x + 2/x)
3x^2 + 6x/x
3x^2 + 6 done

Lets do the bottom
3x * (x - 2/3x)
3x^2 - 6x/3x
3x^2 - 2 done

Now we have
(3x^2 + 6) / (3x^2 - 2)

The hard part is figuring out that 3x/3x will remove all of the fractions.

(x+2/x) / (x-2/3x) =
x+2/x * 3x/x-2 (we flip the 2nd to make it multiplication)
and now u can start simplifying.
