creating goods and services for the poor?

what are your ideas on how we can create more goods and services for the poor. serious answers plz.

In the US
For the most part the poor need the same goods and services that everybody else does, what they lack is money. Creating housing for the poor has been shown to be a particularly bad idea. If they can't afford the necessities of life, subsidies work better.
In poverty stricken nations, goods and particularly services are not available so efforts should be made to provide basic health care, clean water etc, and to improve the economy through job creation.

the service would be job training, so they do not have to be poor anymore, plus a job search agency.

goods would be cheap ("affordable") food and housing. Maybe put housing out in the boonies and have a shuttle bus to the city.
