"Latex" can refer to natural latex, ie, stuff made from sap from the rubber tree", but the broader definition is a very fine dispersion of polymer particles in water.

Latex paints are NOT made from natural later, they are made [mostly] from acrylic latex. Acrylic latex is made by emulsifying acrylic monomers in water and polymerizing them in such a way that the polymer stays dispersed, it doesn't clot up.

I don't think most balloons are made of natural latex nowadays, so polyisoprene is out.

Try BuNa [poly butadiene], or poly 2 butene, and Google 'elastomer' for more

Or Google up some balloon manufacturers and see what their websites tell you.

I think Redbeard is right I dont know all the big words but I work in a factory that makes rubber cables very similar to latex and none of the modern rubbers are made out of natural rubber sap

Latex is mainly cis-1,4-polyisoprene, with small amounts of lots of other things. Being a natural product, its other constituents consist of many different compounds whose proportions will vary depend on place, season, etc.
