...keep in mind, the 1931 Universal Studios production of "Dracula" took more than a few liberties with the story, in order to pare things down to an appropriate running time (...the average running time of movies, back then, were between 75 and 90 minutes); also, director Tod Browning's script was almost directly based upon the Broadway production, which had played most successfully, right before the film went into production (...actor Bela Lugosi had already made his mark, having played the Count in that particular dramatic venue); even the Broadway production took liberties with author Bram Stoker's original novel, and as a result, failed to touch upon certain character motivations and inclinations....
...however, to answer your questions, I would be inclined to draw upon the original novel (...which, if you happen to get the opportunity, it would be a most highly recommended read); The reasoning behind the Count interest (...and ensuing migration) in London, is that, much like a parasite, he had virtually 'sucked' the life out of his own homeland in Transylvania; his castle had fallen into ruins, and as a result, he yearned for a new land, with new blood. Drawing upon a reputable real estate agency, the Count requested a representative to assist in administering the assignment and transfer of residence; that representative turned out to be Jonathan Harker (...soon to be wed to Mina), who in attempting to better his position, quickly took the most responsible task of handling the Count's case (...in the 1931 film, for the purpose of conveniently condensing the story, it was the substantially weaker character of Renfield, who went to Transylvania, instead of Harker; the horrors that ultimately ensued, were toted as the reason why Renfield went mad, and was instilled into the insane asylum, located next to the Count's new home)...
...upon reaching London, and assuming residence in Carfax Abby, Dracula sets his sights on the beautiful Lucy Westerna, who is the daughter of Dr. Steward, the head administrator of the insane asylum, coinsidently located next to the Count's new home; as fate would have it, Mina Harker was Lucy's best friend, so when the Count chose to set his sights on Mina, she was fairly easy to find...
...of course, the Count's own inlaid supernatural second sight might have had a hand it it, as well...
