The bill has both an offset cutting error and and inverted treasury stamp. Does anyone know what this may be worth?

The only one I could find for sale that was even close to what you described was a 1974 $10 with inverted seals and serial number in Extremely Fine condition for $395 on the dealer's web site below. Very nice find!

How would it be uncirculated if you got it? Check eBay for similar items or get a currency guide book.
