Can the normal civil court procedures in the UK be followed in claims against foreign diplomats who have immunity?

Accredited diplomats have immunity from civil and criminal suits. Therefore, for example, the US Embassy staff in London who refuse to pay the congestion charge can neither be sued nor prosecuted. Nor can the embassy.

However, diplomatic immunity (like limitation) must be asserted as a defence; it is not a bar to bringing a claim until it is asserted.

Probably not without going through the Foreign Ministry department. Consult a lawyer. The answer to this question should be simple enough to involve only a minor consultation fee.
