Becasue the lower air pressure in Aspen (it's at 8,000 ft) means that water will boil at a lower temperature, probably about 197 degF. The lower temperature will cause cooking times to be longer.

the boiling point of water is dependant on atmospheric pressure. The higher the elevation, the lower the air pressure (in general) and, therefore, the actual temperature of the boiling water is lower.

Altitude differential. Try adding some salt to that water - it will help to speed up the boiling process.
