In GTA SA I can get my car to "bounce" when I am not in the competition, but when I am in the competition I can not get the ride to do ANYTHING!!! I am stuck in the game until I can complete this objective. Does anyone know what I am doing wrong or what I can do to win the competition?

You must have found the bounce button, but you need to find the ones that make the car lean forward, back and side-to-side. Those are the same ones you need in the competition.
Find a lowrider and experiment; figure out which keys make it go front, back and side-to-side.
