I'm assuming by top panel you are talking about the top element. Turn off the power, drain tank below top element, remove wires and replace the O-ring on the element. Then put it back together.

If it is leaking from around the upper element you might be able to replace the gasket. If it's leaking from above, it could be time to replace the unit. W/H's sometime develop leaks @ top of tank due to gases released through heating process.

replace it fast .first turn off the gas to the unit .then shut off the inlet valve to the unit .then go buy a new one!
