Most pet chins do not live long and develop health issues because the owners feed way too many treats. This is compared to show-breeder and ranch chinchillas. Larger breeders dont hand out treats like pet owners do... and the pet people are often misinformed and kill their pets with "kindness".
Veggies are ok, but this is not what the chins get in their wild environment. Carrots & Potatoes are root crops, and chins do not dig deep to get things like this. These turn to sugar quickly in the digestion process and chins dont need that!
Most chins dont care for foods that are moist.
IF you have to feed them fresh foods as treats, do so very sparingly and no more then once a week.,.,, that is ONE bit of fresh fruit or veggie ONCE a week. Apple, pear, brocolli or Kale is fine.... but I stress, not very often and very much (like less then a teaspoon).
Better treats would be plain cherrios or plain shredded wheat cereals, which can be given in small amounts daily.......or even a chewable vit c tab, just like humans eat but only once a week or less often.... A half teaspoon of berry flavored yogurt is good too, as this is something that keeps their digestion in order, but no more then once a week.
Even handing your chin bits of hay can seem like a treat and is much healthier then all that junk food given by most owners.
Careful of corn or nut content of treats.... both are not at all natural, to the chins wild home and can really mess with their digestion.
Raisins and banana chips are full of sugar and just empty calories.... there are better treats. As far as dried fruits, pineapple and papaya are better then raisins, when used sparingly, as these have digestive enzymes that prevent hairballs and other bowel disorders.
Some vet treat chins like fuzzy rats or funny rabbits, and this causes more misinformation.
EDIT:
Chins are strictly vegetarian, and DO NOT eat any eggs, insectsm meat or the like. Yogurt is the only animal protein they can use in their diet. You only use the yogurt to supplement their digestive tract. You should have pellets there for them pretty much 24/7 - and hay, in some form on a regular basis, too.

They're more into fruits than veggies, but carrots are one veggie that they do enjoy. Stay away from green, leafy veggies though, they can lead to constipation. Just remember - it's a treat, so don't give them too much.

Very small amounts. You are best to feed them the chinchilla pellets, with a raisin or small banana chip every other day or so.

Yes you can. But all they really need is Timothy hay, pellet food for chinchillas and plenty of water.

I don't see why not if done in moderation. Their diet is omnivorous, and though they feed primarily on seeds and grass, they also eat a variety of other vegetation, insects and bird eggs
