Of those three, I'd say Comodo is the best for a PC. ISA is a windows server based product, and I don't know much about Seagate offering security products, but that's not their core product. You can look at personal firewall performance here:

I use the firewall within mcafee. They bought out a very good firewall tool ages ago and that is what theirs is based on.
Really any firewall that you are able to configure easily would be fine. They all do the same basic thing... but some are easier than others to configure and have a few more options... this can either be a good thing or can drive some users crazy.
I would suggest that if you are looking for a simple solution that you concentrate on simply getting a total security suite that you need to configure only once that has all features.. antivirus, firewall, antispyware, etc.. and is from a reliable vendor (any reliable vendor that isn't freeware imho).

I hope someone told you this before. There are at least two types of firewalls and possibly more.
The two most common firewalls are hardware based and software based.
Of course the best firewall of all is to, "allow no access!" Hahahaha! That is jess some oh my fi-losopie!!!

I am a beta tester of just about all antivirus/antispyware, plus firewall in my spare time. I have used Zone Alarm Free, for home personal use for over ten years and not one rogue packet has ever been allowed into my system. Plus my data is protected from leaving my pc, without my permission. You will get daily updates when necessary. All new versions are downloaded auto. for installation over the old version. I would suggest that you perform a clean install. (As recommended by Zone Alarm).
Plus I perform a leak test atlest once per week and there are never any leaks.
