Yes. Melting point/boiling point are collagative properties,meaning it depends on the solute in there. The salt acts as a type of 'impurity', thus lowers the melting point.
Now that we established that, which do you think acts most as an impurity? Garlic salt and Kosher salt, or kitchen salt - do you think people sprinkle kitchen salt to the ice? I don't think so. I believe the answer is ionized salt such as Magnesium chloride - in fact, that is what they use on the roads during winter.

Salt is salt and will all melt ice at the same speed... althoguh you'd need an awful lot of fine table salt to do the same work as the large crystals of rock (kosher) salt. Garlic salt would be pretty cool too becuase it would also ward off evil spirits and all but the most presistent relatives and neighbors.

Chemically they are all nearly identical so the issue becomes which dissolves more quickly. You would have to perform an experiment comparing them to get that answer.
