It depends on how far you want to go when it comes to web creating. Do you want some sort of networking website, where you can hool up with long lost friends or people on the other side of the Planet? Do you want it as a job? Or do you want to make it quick without taking all the long directions?
If you want it as a temporary site, there are many networking sites out there such as Myspace, Bebo and Tagged. This, in my opinion, is the simplest method of creating a website because you don't need to know a lot of programming language to get a good website.

If you want it as a job, you must know quite a bit about programming. Languages such as HTML (Hyper Text Mark-up Language) and CSS (Cascading Style Sheets) are important languages to learn because they make up virtually every site on the World Wide Web. You may also need to learn other languages such as Javascript and XHTML. I would suggest you go to a nearby school to learn it. You can, fortuanetely, learn it on the web. A very useful site is W3C schools: http://www.w3schools.com/ . Once you've learnt all that, you need to get yourself some sort of WYSIWYG (What you see is what you get). This enables you to create websites easily without all the hassle. Many people favour the Macromedia Dreamweaver due to it's numerous amount of functions and easy, clear-cut interface: http://www.macromedia.com

There are several Softwares available that make your job much easier.
Microsoft's Frontpage
Dreamweaver.
There are others that are considered What You See Is What You Get, or WYSIWYG
Many Web Hosting Services Offer there clients
Domain Names as well as Web Hosting Services and Software.
In my opinion Yahoo's Geocities is the best, and the cheapest.
