I have dark green outdoor chairs and a small table over the years they have weathered and lost their shine. What can I use to clean and restore the shine? I am concerned that whatever I use will not come off on our clothing when sitting in the chairs.

It will clean down to the shine...if there is one..If they are pitted or the surface deteriorated from weather the only thing that will make them shiny is a compound then a paste wax like the type used for cars.

wash them with a good soap , then when there dry
paint them,
Krylon brand has a plastic spray paint out, or use a clear coat,

Have you tried spraying them with Pledge ?
