A hotspot is a location that offers Wi-Fi access. The public can use a laptop, WiFi phone, or other suitable portable device to access the Internet within range of this location.

As an example, T-Mobile have a whole range of hotspots across the U.S and the U.K (http://hotspot.t-mobile.com/) which you can connect to for a fee.

Free hotspots are not that common, although McDonalds for example (http://www.mcdonalds.com/wireless/find_hotspot.html) and some airports offer free connectivity to their hotspots.

With regards to setting up your computer - you don't really have to do anything except for getting into range of the hotspot, and then searching for the wireless network/hotspot through your wireless connection on your computer.
