No, times have changed. This may not be an accepted idea today, but in his day and age the mentality was much different, as societies change, so do the thoughts of individuals.

I would interpret that as Jefferson saying that the gun can be used for protection when necessary, but should never be used for aggression.
Just as nations today should use their military and armaments to protect their borders, but should not use force against other sovereign nations that in no way threaten, provoke or attack them. -RKO- 12/08/07

No. Imagine the power of being able to change any law you want, any time you want. That's what the gun does, in localized space and time. "Good... bad... I'm the one with the gun."
