Making people take an IQ test before letting them have children?
I know it is against our freedoms of America and all that, it is just a theoritical question

But lets be honest, there way too many stupid people who are procreating at too young of an age.

There is nothing written in our Constitution that says you have the right to procreate so it isn't against our freedoms. We are required to take a test to drive a car, to pass a simple class, hell you have to take a test just to sell cars or insurance or securities. But people feel that anybody has the right to breed and raise serial killers or mass murderers.

I could see that happening; though I think that if we have an IQ test, we should have some kind of physical abilities test, too.

I think you're question is very interesting. We are quickly approaching a global population where we can't afford to let everyone breed unchecked, just like the problem China has already tried to face. What is the most ethical way to determine who can and can't procreate then?

Having children is the most important thing we will do in life. We have to apply for a license to do everything in life, why not apply for one to have children. After completing classes and passing them you would be granted a certificate allowing you to have children and a tax credit. Without that certificate you do NOT get your tax credit.

It would be an interesting plan to see in action, but I fear that Hitler and his national socialists have forever tarnished the concept of Eugenics in the public consciousness

No, nothing like that. I wouldn't mind getting rid of the anchor baby law for illegal aliens though.
