You can buy a phone without signing a contract and getting a plan. You could try ebay and but a new phone off there (I just did yesterday). If she has a SIM card in the phone she is using now and you buy a phone on ebay that is made by the same carrier she has (for example, AT&T), OR if you buy an unlocked phone, all she has to do is slip her SIM card in it and everything will continue to work with her old phone plan as if nothing was changed at all. Make sure though that if you buy an unlocked phone that she currently has a GSM network (ex: AT&T) and not a CDMA (ex: Verizon). If she has a CDMA network, then you will have to buy a phone made specifically by that network. Hope this helps!

pick a cheaper phone that you like and tell her that's the one you want.
Or discuss you're discomfort at her spending that much money on you and set a limit for each or you to spend. Do it nicely.
Of course, if you really want to expensive phone your offer to pay for half is an alternative.

That is a lot of money to spend on 1 gift. Unless that is what you both usually spend on each other. She can give you money towards the phone. I try to keep it even between friends so that no one feels slighted.

No, I do that with gifts sometimes, but it might depend on what the gift you're giving her costs. If you're buying her something expensive and then also pay for part of your own gift, that may get pricey. It's up to you though.
