In frog the fertilization is external. The probability of a sperm meeting with an egg is low compared to chickens where the fertilization is internal. The sperms of chicken get into the oviduct and are thus ensured a proper environment where the probability of fertilization is high.

Tadpoles have a lot of predators; also, most frogs do not look after their young so they're more vulnerable. This means that most of the tadpoles will never reach adulthood. The only way a frog can ensure that some will survive long enough to perpetuate the species is by laying LOTS of eggs.

Animals reproduce and try to ensure the survival of their species. Bird and reptile eggs are amniotic eggs and can survive without water. They can live longer. This animal adaptation ensures that young can survive. Frog eggs (later tadpoles) must have water to survive.
