Usually not, if you have DSL or Cable internet your ISP more than likely uses something called DHCP. In a nutshell that means your modem will go out and grab an IP address from an available pool of addresses for a particular lease time. When the lease is up, your modem puts that ip address back in the pool and grabs a new one, now if the same address is still available it may end up grabbing the same one more than once.

generally Speaking the answer is yes . there are only a small amount of isp providers that change your ip . one example is virgin . once you install you are set an ip address . if your pc crashes and you reinstall you may be assigned a different ip .
But as a rule you always have the same ip

Only if it is a Static IP address. ISP's are assigned a block of IP addresses so it is possible for you to be assigned the same one on multiple occassions but you are assigned a new one, from the block, each time you connect to your ISP.

for broadband. you ip address changes either twice a month or once a month. dial up. it changes more oftent.
