Let l be the length. Let w be the width.
w = l-5
2w + 2l = 66
2(l-5) + 2l = 66
2l - 10 + 2l = 66
4l = 76
l = 19
w = 19-5 = 14
so 14x19 are the dimensions.

let l be the length, l-5 is the width

2(l + l- 5) = 66
4l - 10 = 66
4l = 76
l = 19
w = 14

dimensions of rect = 19x14
