They make DVD recorders for PCs and also as standalone units. For the latter you make sure the output of the DVD player is going to the input of the DVD recorder. Then follow the recorder's instruction for copying.

For PCs you need a burning (copying) software such as Nero to do it. Basically it will copy the original DVD in to the hard drive then prompt you to put in a writable DVD to "burn" the copy.

Note: Many commercial DVDs have copyright protection such as Macrovision built into them. You'd have to find something that could get around that to make your archival copy (or course you wouldn't do it for any other use like selling the copies because that would be illegal).

And the target DVD drive must be a DVD burner not a player
