Assuming the second, what if a person has really low BP? Will it still work?

Ok, so what happens when they draw to bags, not tubes?
I know those are vacume sealed too, but since they're not stiff, I wouldn't think you'd still get the vacume effect.

So if you have really low blood pressure, I guess you would not bleed if you cut yourself? Umm, I think you will bleed. Depending on what blood is being drawn for, some still the old syringe method, some use the new vacuum method and if you are donating blood into bags, they give you something to squeeze. If you are receiving blood, they let gravity drip it into your vein. Good Luck

The tubes are vacuum sealed so they draw the blood out.

If your BP is too low, it might be a little more difficult to stick the vein but I wouldn't worry about that as a phlebotomist (blood taker, basically) is really good at hitting veins.
