Using no chemicals - could he still be fined? We are in the Rancho Bernardo fire zone and we need to do it. Should he buy a permit or what? People who wash there cars and driveways with chemicals get no fines but I have heard we can get fined for powerwashing.

Huh? You are not in a water rationing / restriction right now. So go right ahead. In fact the powerwasher will require less water to do the job that just a water hose. My father in-law lives in RB too.
And if you want you can use detergent.
