who is the best to contact.......health dept or someone else?

State health department. It can be hard to find the right place to go online. I had to report my complex for sewage problems... the place I eneded up having to get a hold of was called The Department Of Housing And Neighborhood Preservation... that is in Virginia. They deal with sanitation and allr kinds of issues

Do you not have a dumpster at your apartment complex? Or do you not have the waste removal company stop by the residents (if you rent a house)?
You need to talk with the landlord about it first and let him know that you cannot have garbage sitting around for 2 weeks because it attracts bugs. He should be understanding.
You can contact your city about it and file a complaint.

I have NEVER ever heard of a landlord having the responsibilies
of the city or county to pick up trash--
unless you mean on the grounds of where you live.

so, do you mean TRASH collection
or picking stuff off the ground?

IT is not the landlord's job to do either.

ONE is the person who dropped it
and the other is the municipality.

Most landlords hire GROUNDS
cleaning people. Some do not.
For those who do not, the junk
will sit there till the occupants of
the building pick it up; it is NOT
his responsibility!

I've lived in a number of areas where trash pickup was done bi-weekly. If that's the norm in your area there's nothing that you can do about it. If you want more frequent collection you'll have to contract with a private firm for the service.
