I do nothing at all. Blinking your brights will only serve to confuse the driver. I just assume that the driver either already knows but keeps forgetting to buy a new one, or that he or she will figure out sooner or later that one headlight isn't working.

I'd keep driving my own vehicle and sleep well at night. Knowing that I did not let it affect my life.
Now if it had no headlights I'd loose some serious sleep over that and I flash my lights off and on like a crazy lunatic in hopes that the person in the car with no lights would suddenly realize that i'm not just some idiot flashing my lights for fun and excitement.

try and flag them down or let them know that something is wrong by either flashing your lights at them. not only u who will be affected and can be dangerous having one light so letting the person know may prevent a crash

PS bill, on the west coast driving w/ no lights is a gang initiation thing, when you flash they turn them on, follow you and beat you.
