A buffer consists of a solution of a weak acid and its conjugate base, which will allow the solution to resist change in pH. If H+ in the form of acid is added, the conjugate base will react:

A- + H+ <----> HA

If OH- in the form of base is added, the weak acid will react:

HA + OH- <----> A- + H2O

Buffer capacity is the ability of the solution to continually resist pH changes. Buffer capacity is exceeded when either the amount of the acid or the conjugate base is depleted, and the buffer no longer exists.

The video will pause itself, then the resume playback after a certain amount of the video has loaded. You were almost right, its the internet connection conflicting with the speed of the video.
