Black ice is ice that forms without air bubbles in it. Therefor it is clear and shows what it has formed on like pavement, etc.

It often forms on blacktop pavement, which is already a dark color and hides the formation of the ice.

frozen water.forms on windy mountain roads or any roads with some wind.it is clear.you don't see it, you just see the blacktop underneath...
