A warm, water and windproof coat, a ski jacket is good, but a thinner jacket and a fleece jacket will do too.
Jeans are the most worn kind of trousers, if you expect to spend a lot of time outside in Paris, London and Scotland you can bring long underwear.
If you want trendy, a pair of leather boots, if you go for sensible, trainers, and if you go for comfort, mountain boots.
Sweaters or a fleece jacket, specially if your coat is not really warm.
And T-shirts and maybe a blouse or two and underwear.

The trick in traveling light is not taking to many of each.
With two pairs of trousers and two sweaters you can get a long way, you will just have to do your laundry often, 3 each will do better.

Remember that most people in the world want to look like an American, so if you look like an American you look the way that is most popular.

Above is written with women in mind but also goes for men. The only thing different would be that men go for mountain boots more than for fashion boots.

You might want to check out what is hot for young women in Paris right now:

Apart from that, you can't go wrong with taking jeans and sweatshirts. Just make sure you have some of the nicer jeans (not the ones for 5 USD from Walmart) and your sweaters should preferably be knitted, not made out of sweatshirt fabric. It is a good idea to bring (somewhat stylish) long-sleeved shirts that can be worn under the sweatshirts as well as alone when you are in a heated building.

I also prefer wearing black leather boots over sneakers, since only poor people wear sneakers. It is also a big nuisance to have cold wind or snow to get between your jeans and the rims of your sneakers. Nothing is more disgusting or insensible than wet socks in cold weather. It makes you colder than you really need to be. Boots keep you warmer. Since it will be relatively mild in the UK, Italy and Spain, you should go for unlined boots that are a bit too large. You could wear them with thick socks if you find really cold weather in Germany. BTW, from the middle of January on there will be sales of winter gear in Germany, including boots.
