If it only kicks in at say 4-5 RPM/1000 wouldnt that be at high speeds that it wouldn't really be put to use?

The vtec kicks in at higher engine rpms to take advantage of a different cam profile that would have bad low end torque. It improves efficency across the entire rpm range. You can feel the vtec kick in on any gear, so it works at any speed as long as the rpms are up there.

for a 94 i think the vtec kicks in at 5000 rpm. the 5th gen at 5500 rpm

You can hear it kick in sometimes... it kicks in in any gear at about 4000+ rpm
