There are many variables to take into account when creating a web site and how they affect the end user. Color scheme is one thing that has an effect. If the colors are bland (white background with plain black text and just a few pictures scattered around), it will be boring, but you don't want it to look garish either.
Information overload is another bad thing. Too much info on one screen will make it hard to find anything. Info should be logically placed and the screens should flow from one to the next.

Most new sites are scanned every hour or so by what is commonly known as Internet Crawlers and they are then posted by some of the more popular search engines.
However, many charge for top tier placment on there Servers.
There is a software called Submit Wolf that when purchased will allow you to place your new site on these web servers.
